If we keep to the minimum prices guaranteed to producers, it appears that the Customs Administration, through this second right of exit, will grant nearly CFAF 60 billion to the detriment of the organizations ONCC, CICC, FODECC , SODECAO and thus to the sacrifice of the plan to revive the cocoa-coffee sectors over the period 2015-2020. For fiscal year 2017, the Customs Administration intends to tax the exit of cocoa and coffee to 3.34% to offset its revenue losses elsewhere, notably with the partial entry into force of the EPAs. It remains to implement the regulatory text laying down the procedures for the repayment of collected duties, without prejudice to the functioning of the bodies concerned. 6.- Increase in the levy rate applicable to exported logs and export surcharge.- From 1 January 2017, the levy rate applicable to exported logs shall be fixed at 20% of the FOB value of each species. It was up to 17.5% and had not moved since its introduction by the Law of Finances for the financial year 1998/1999. Similarly, the Finance Law for fiscal year 2017 raises the rates of the export surcharge on certain species that had not changed since their institution in October 1999 by a decree of the Prime Minister. Ayous, which rises from CFAF 4,000/m3 to CFAF 5,000/m3, first-class promotional species other than Ayous, which rises from 3,000 FCFA/m3 to 4,000 FCFA/m3 and Second class promotional species from 500 FCFA / m3 to 1,000 FCFA/m3. With regard to the under-taxation that prevails in the timber sector, this increase seems to us justified and even insufficient, given that the export of timber has already been prohibited. 7.- Continuation of the lifting of the suspension of customs duties and taxes on certain so-called basic necessities.- As part of the fight against the cost of living committed in 2008, Ordinance 2008/002 of 07 March 2008 Had suspended customs duties and taxes on imports of certain basic necessities. The Finance Act for the financial year 2009 endorsed this measure for a period of six months on fish, other wheat and meslin, rice and rice seeds. However, this measure remained in force as such until 2015. In view of the developments in Cameroon's agriculture in this area, the Finance Law for the financial year 2016 lifted the suspension for rice, seed of Rice, husked rice, wholly milled or semi-milled rice, broken rice. Fishery activity, which is experiencing the same developments, has been neglected in this reform. The Finance Act for the financial year 2017 tries to remedy this situation by subjecting imports of fish to the Common External Tariff, sometimes at a reduced rate of 5% (consumer fish such as mackerel, bars, captain, etc.), sometimes at the normal rate (Prized fish such as salmon, cod ...).

These products remain exempt from VAT. Apart from merchants' speculation, the real increase in the price of the kilogram should vary on average from 30 FCFA/KG for fish of general consumption, to 100 FCFA/KG for the prized fish.
