Recruitment Responsibilities for IP requirements Decisions will need to be made on who is responsible for recruitment as well as the issues with the IP requirements in the process. Possible recruiting methods and IP requirements would include: A selection process conducted by the electoral management body, either as a centrally controlled exercise or devolved to local management areas. Nomination of staff from other state agencies. Use of external specialist recruitment agencies to advertise and select applicants for acceptance by the electoral management body. Privacy enforcements to strengthen the security of the data and information passed and held by the organisation for the sake of individual candidates' integrity and safeguard of personal and sensitive data, such as places of residence and family details. The HR department should be educated not to temper with the above-mentioned sensitive information unless otherwise stated and authorised by the senior management for certain and unavoidable circumstances. Recruitment Integrity In addition to the intellectual properties to enforce for both the organisation and the potential candidates, the integrity and accountability of the recruitment process will be enhanced by establishing recruitment procedures that perform the following. Promote transparency through documented selection of staff on the basis of public criteria. Avoid corruption and political bias in appointments. Establish clear contractual obligations between the organisation and the candidates. Ensure the availability of the responsible recruiters for recruitment and appointment of candidates. Ensure recruitment timing so that staff are appointed and trained in time to undertake their tasks. Staff qualifications and standards Staff recruitment process and functions must be capable of providing a procedurally accurate, efficient, and impartial service for both involved parties.
