The Return of Great Powers and Great Games The world has not returned to multiplolirity but several regional powers are now  competing for regional predominance o China- they believe power is a good thing o Japan-  ambition to be leader in E. Asia o Russia- pursuit of honor and respect US itself has insisted on preserving regional predominance in East Asia, the Middle East,  the Western hemisphere, (until recently) Europe, and now central Asia The departure of the US from regions could potential be destabilizing

o Example: The Middle East o American exit is likely to result in intensified competition Liberalism and Autocracy The 2-centuries-old-struggle between political liberalism and autocracy has become the  third defining characteristic of the current era China has an autocratic government, Russia has an imperfect form of liberalism o These countries believe autocracy is better for their nations than democracy Democracies pursue foreign policies to make the world safe for democracy. Autocracies  pursue foreign policies to make the world safe for their own continued rule. Neither Russia nore China has any interest in assisting liberal nations in their crusaid  against autocracies around the world Today there is littlee sense of hsared morality and a common political goal amonst the  grteat powers America needs to stay devoted to democracy, liberalism, and human rights because it  shows American strength and exposes the weakness of autocracy Modernization, Globalization, Islam, and Their Discontents In the struggle between  traditiona and modernization- tradition cannot win\ Radical Islamists are the last holdout against these powerful forces of globalization and  modernization o They world faces the prospecict of a protectated struggle in which radical  Islamists will never be satisfied In spite of this pressure, the US and other liberal governments should continue to  promote modernization Thursday March 24     th    : Civil Wars, Intervention, and Human Rights Puzzles 1. When does, and when should the United States intervene in civil wars?  When? o A description of when the United States intervenes in civil wars requires a case by case analysis (just as DiPrizio did). You can make your argument based on which case you think is strongest,  you can  o Evidence suggests that when the US has soft security concerns, they will often  intervene in Civil Wars. (in 4/6 cases) Examples: The flow of Haitian refugees to American shores caused by  upheaval of the military
