It is prohibited for any motor vehicle to traverse any public highway without a policy of insurance or guaranty in cash or surety bond. (Sec 387, IC) The LTO shall not allow the registration or renewal of registration of any motor vehicle without the presentation and filing of an effective policy of insurance or guaranty in cash or surety bond required. (Sec 389, IC) Every land transportation operator and every owner of a motor vehicle shall secure an insurance policy, before applying for the registration or renewal of registration of any motor vehicle. Any claim for death or injury to any passenger or third-party shall be paid without the necessity of proving fault or negligence of any kind.
