Coordination Void- The Department of State, or DOS, is the lead agency for the development and execution of foreign policy. DoD normally operates in support of or in close coordination with one or more U.S. Ambassadors or Chiefs of Mission, or COMs, while conducting foreign military operations. Each Ambassadors or COM is the direct representative of the President and has considerable authority within their assigned country. The U.S. Embassy country team is the principal mechanism for interagency coordination and for conduit to other external players within that country. State headquarters and do not correspond with combatant command areas of responsibility. Other agencies also have regionally focused organizations similar to DOS bureaus in the Washington D.C. area which do not align with the geographic combatant commander's areas of responsibility. This geographic separation between geographic combatant commanders and DOS/agency regional bureaus complicates coordination efforts at the theater-strategic and operational levels. Inclusiveness Categories -It is incumbent upon the Joint Force Commander and staff to determine the process, procedures, and structures to fill the coordination voids at the operational level that impact on their mission. Four major categories of means to achieving these objectives are based on an atmosphere of inclusiveness and coordination and working together. These categories include: understanding, people, organizations, and processes. Many insights have been collected on using these overarching means to achieve objectives. Often it will take initiative and creativity by the Joint Force Command to effectively use these means. Collaboration Within Operation UNIFIED RESPONSE -An example of successfully applying these means to fill the coordination void occurred in Operation UNIFIED RESPONSE with the creation of the Humanitarian Assistance Coordination Center, or HACC, on January 22, 2010. This collaboration was the key to tying the U.S. Military, USAID/Office of Foreign Disaster Assistance, or OFDA, and USGs, United Nations, or UN, NGOs, and private sector efforts together. The HACC also provided the JTF Commander with a direct link to these external stakeholders.

Agency Differences -Interagency coordination is not as easy as theory would suggest - the agencies have different authorities, different priorities, different organizational structures, and different capabilities. National level direction may not always be sufficiently clear to prevent differences in understanding of national goals and end states. However, experience continues to reinforce the obvious - that we're all on the same team and everyone is trying to do the right thing to support national policy within a unity of effort framework.
