According to a few analysts, the actual fund needed for the plan might exceed three or four times the amount allocated. In this case, China will have to tap its foreign reserves, which will adversely affect the already tepid Chinese economy (Moody’s Investors Service downgraded China’s credit ratings in 2017 for the first time in nearly 30 years, saying it expects the financial strength of the economy will erode in coming years as growth slows and debt continues to rise). The second challenge is that China’s vision is excessively ambitious, and often will most certainly face complications in practice. In Central Asia as is the case in Africa, Beijing faces corruption, political instability, frequent change of laws and regulations, poor continuity of financial practices and to some extent instances of terrorist activities.

Connectivity initiatives must follow principles of financial responsibility to avoid projects that would create unsustainable debt burden for communities; balanced ecological and environmental protection and preservation standards; transparent assessment of project costs; and skill and technology transfer to help long term running and maintenance of the assets created by local communities. Connectivity projects must be pursued in a manner that respects sovereignty and territorial integrity.
