recovery exertions. This group mainly consists of the physically or mentally challenged individuals like the blind, deaf, crippled, mentally ill among others. Children and the very older adults can also be categorized under this group. Communication based on trust is very critical when we intend to reach these people. Most members of this group operate based on trust and are therefore easily able to accepted trusted information originating from within the community rather trusting mainstream media (Rice & Atkin, 2012). Effective communication strategies are therefore essential when trying to reach this group in the case of an emergency. The first step necessary in establishing good communication strategies is the creation of a community outreach information network that usually is a group of people that are tasked with planning and delivering information during emergencies. These individuals are always passionate people who would risk anything to protect the community. It is therefore vital for health organizations to partner with the community to efficiently reach the “at risk population group. This partnering is necessary because there are some specific members of the community who are trusted by this group and therefore communication becomes easy. This way, the health agencies can easily reach the "at risk population" and deliver their services.
