Utilitarianism would argue that if users got the services they desired, the worker would be failing to promote the utmost good for the majority ( Mandal, Ponnambath, & Parija, 2016). The Mental Capacity Act (2005) outlines that “an individual lacks capacity in relation to a matter they are incapable of making decisions for themselves on a particular issue because of an impairment of, or a disturbance in normal brain functioning” (BASW, 2012). This creates confusion and conflict for social workers. If a user has capacity, there could be dilemma regarding the manner in which they spend their budget, which could force a worker to treat the person without respect. The BASW code of ethics outlines that all workers must respect the clients’ rights to self-determination – a view that deontological theories support. In view of Kantian ethics, by supporting the user to handle their personal desires, the social is upholding good actions, which may yield good outcomes for the user. The worker ought to acknowledge that the user is entitled to human rights and liberty to express their views. Popple & Leighninger (2011) mention that failure to understand the uneven power relations between the worker who provides the services and the user who depends on them could cause ethical problems for both parties. The other likely contentious issue entails the involuntary care provision to old and disabled people. Various reports mentioned that elderly disabled persons were being committed into institutional care at early stages in their lives owing to lack of alternative care at home. Offered evidence showing that by 2008, there was a paradigm shift in care provision and the Personalisation Agenda ensured that these people stayed at home longer and received adequate support and relevant services ( Midgley & Conley, 2010). VALUES AND ETHICS 6 arises when accommodating persons with disabilities or confining them to their homes. Certain individuals might opt to grow old in their homes but such a choice is impossible to make for people with reduced mobility. Furthermore, many British homes lack wheelchair accessible or special amenities for the disabled, which puts them at risks of injuries and accidents. There exists government schemes that allow eligible disabled people to apply for disabled facility grants to have their houses adapted, and some repay the government. In this case, the government does not finance costly care packages ( Gray & Webb, 2013). In such scenarios, the duty of a social worker would be negotiating, supporting, and empowering the service user to have their needs addressed in a desirable and proper manner. In view of Kant’s theory, accessing a loan is a moral good as individuals will be in a position to stay longer in their homes, guaranteeing community care and their happiness. This would be in tandem with BASW values, which outlines that social workers ought to treat a service user as a whole and obey their rights to self-determination (Clark, 2006).
