Greece In 1947, there was a situation with Greece where there was a communist group of rebels that was trying to over throw it Great Britain had been helping Greece but GB was broke b/c of WW2 and so GB comes to the US and says hey we can’t afford this so can you help us out b/c you are the only country in the world that has the resources to stand up to communism. In 1947 Greece is asking for military aid to the tune of $400 million and the US had just not done this before so the Pres. has to March 1947 Truman gives a speech and applies foreign policy to Greece that sums the whole policy up really well. He sells it, US shells out all the money and George Kennan and his containment policy is successful 1948, new policy comes about, III. Marshall Plan Economic aid that goes to Western Europe to the tune of $17 billion and it works It helped the western European economies recovered; people got heir jobs back and interest in communism declined etc… IV. Rearmament 1949, world became scary; 2 things: China became communist which is a huge failure in containing communism and weather sensors picked up the scent that the USSR had developed nuclear devices Now it’s an arm race b/c US has the bombs and then USSR has bombs so now US has more bombs but then USSR catches up and it just keeps going that both countries have thousands

There are some growing doubts that the containment plan can be achieved due to the above problems National Security Council (NSC-68) describes a document much scarier than that of George Kennan did; they questioned what he said and stopped at nothing; said the US really needed to beef up its military capabilities b/c it had really let the military power diminish too much and needed more conventional forced, nuclear arms and everything else all around the world b/c you never knew what was going to happen. Military spending goes from $13 billion to $ 50 billion in 1949 V. Korea US and Soviet Union decided to split Korea (US getting S. Korea) and the North started looking like their respective leading countries 1950’s USSR tried to bring Korea back together and leads North Korean troops down across the border of the 38 th parallel UN comes in and tries to use air power to bring together Korea and it failed so then they tried to ground forces McCarther is leading the UN forces and he has an ego so he keeps going farther than the job was said to be (come from S. Korea to lead rebels back into N. Korea but he keeps going up) As he kept going, China barked and said stop or we will be come in and he didn’t stop so 400,000 china troops come and then he starts going back down and so now Truman fires McCarther and the whole situation becomes a crazy mess that politically hurts Truman and makes him not want to run again for President in 1952
