ventures typically take the form of growth coalitions known as the ‘Triple Helix’. This term refers to a highly dynamic and cumulative system of cooperative networks and exchanges joining public policy, university and in- dustry. The project’s empirical field is Kista Science Part/Metropolitan Stockholm, part of the larger Järvafältet region, mainly populated by citizens with immigrant and ethnic minority backgrounds. It has examined how eth- nicity and gender influence the degree to which persons gain employment within the science park, and provided a preliminary understanding of how regions surrounding growth poles in Sweden can best promote employment and social inclusion (Feldman 2006) 18 . Based on this project a major international study was financed by the EU commission, IST programme. 19 Citizenship and Participation: Civil Society Qualification, Adult Education and Civil Society; PhD Ali Osman (NIWL) Osmans research project is related to the ethnic seg- mentation of the labour market and growing unemploy- ment among immigrants. He examines political interven- tions and the development of new forms of partnerships between state, local governments, business and civil society. In different studies Osman illustrates the impor- tance of civil society and new social movements as ac- tors in the area of adult education (Osman 2002, Osman and Eriksson 2003). He has studied how different or- ganisations – among majority and ethnic minorities – respond to public demands for services traditionally be- ing supplied by the state or local government (Osman, 2006, 2006a,2006b,2006c,2006d, Osman et.al. 2006e). Results of his studies on different institutional interven- tions against discrimination demonstrate that those inter- ventions are implicated in creating, and maintaining dis- criminatory practice. This is achieved through a process of assessing, classifying, and ranking of immigrants competence, experience, and prior education/training. Political Participation of Immigrants: Magnus Dahlstedt PhD (LiU) Magnus Dahlstedts research considers issues of political participation. His dissertation 20 explores different ways in which ‘immigrants’ as political subjects take part in multi- facetted processes of representation in Swedish politics. It scrutinises how social and cultural processes lead to the exclusion of ‘immigrants’, in a range of formal political as well as informal everyday contexts. Swedish politics is formally characterised by political equality . Paradoxically, however, there is a significant gap between the promise of political equality and real inequalities along ethnic lines, in terms of levels of participation and influence in Swedish politics. In several of his publications he dis- cusses the question of how this discrepancy should be understood (Dahlstedt 2000, 200a, 2001, 2002,2004, 2004a, 2005, 2005a, 2005b). He argues that in their
