Government Report, 2009 raised numerous systemic challenges that negatively affected credibility of local governments with remedial actions focusing on strategic turnaround. A Local Government Turnaround Strategy (LGTAS) was introduced as a blueprint to improve service delivery aimed at ensuring that local governments are responsive, accountable, effective and efficient (LGTAS,2009; SLGR, 2009; Koma, 2012; Van Niekerk, 2012; COGTA, 2014; Salga; 2016). ). Whilst the strategy was primarily aimed at addressing service delivery, governance, financial management, infrastructure development and fighting corruption, evidence gathered thus far indicates drastic leadership failures and political environment not conducive for implementation of the strategy (Koma, 2010a; 2010b;.2010c; 2012 & Van Niekerk, 2012), the recent Auditor- General’s report indicates that nearly a third (31%) of total municipalities are not financially viable due to a range of factors such as lack of appropriate financial and management skills, political interference and infighting, senior critical positions not filled and lack of political will to ensure accountability (AG Report; 2007/08). implementation of the strategy. Previous studies have not been conclusive on this subject. According to Tissari and Heikkila, (2001:331), leadership plays an integral role for successful change processes in an organisation. Previous studies, including findings by Atkinson (quoted in Mofolo, 2012:23) suggest a growing inability on the part of leaders to lead change within today’s complex, dynamic and challenging political environments. This prompts for a dedicated leadership empowerment framework which is required to bring about efficiency and effectiveness in leading the change process through LGTAS. The variables of effective and efficient leadership and the political systems have therefore become an essential and integral requirement for implementing local government change processes through instruments such as the LGTAS. Whilst authors such as King and Anderson (2002:4) argue that change and turnaround strategies are about organisations as a whole and its major subsystems than just the experiences of individuals, Paton and McCalman (2001:36) suggest that change in itself is not the actual problem but rather the ineptness of leaders to lead change, which Cummings and Worley (quoted in Maree, 2016:61) define as the inability to implement change processes, systems, policies and practices in an organisation. Leaders lacking knowledge and skills may not have the required ability to drive holistic organisational change. 1.2.2 The research purpose statement The purpose of this research is to explore and interpret the relationship between leadership and the political system that is required for the implementation of the local government turnaround strategy.
