DoD Avionics Acquisition Scenario - The Acquisition Team The Acquisition Team for this requirement has convened for their initial planning meeting. It’s time for introductions. Take a minute to get to know the members of the team by selecting each team member. Sharon: Hi! I'm Sharon and I am the Contracting Officer. As Contracting Officer, I'm the overall business advisor to the acquisition team. I'm responsible for advising on the establishment of a feasible and appropriate acquisition business strategy. I will review the requirement, evaluation criteria, and cost estimate. Also, I will plan and coordinate the source selection and award the contract. I'm responsible for administering, modifying, and terminating contract if it comes to that. I’ll ensure compliance with applicable laws, executive orders, legislation, and regulations, including those for small business. In addition, I'm the official point of contact between the Government and industry. I’ll ensure contractors, including small businesses, receive fair, impartial, and equitable treatment. Samantha: Hi, I’m Samantha, and I am the Program Manager. I work with the customer to acquire their acquisition needs. I'm responsible for forming the acquisition team and leading the team through all the phases of the acquisition process. I'm also responsible for defining the acquisition objectives and making program management decisions regarding cost, schedule, performance, and risk management throughout the acquisition lifecycle. Joe: Hi I'm Joe, the Procurement Center Representative. I am an employee of the Small Business Administration and I work with the acquisition team to ensure that a fair proportion of contracts for supplies and services are placed with small business concerns. My responsibilities include coordinating and interfacing with Federal buying offices, in conjunction with your Small Business Professional, to implement small business policies and programs. I review proposed procurements to mitigate or eliminate consolidation and bundling and maximize small business utilization in general. I also review subcontracting plans to provide advice on acceptability. Alberto: Hi! I'm Alberto and I am the Small Business Professional. I will be providing assistance with conducting market research, defining the requirement, developing the acquisition business strategy, crafting solicitation language, and evaluating proposals. As advisors to the team, Joe and I will serve as key players in developing and vetting small business utilization in the contracting process. I’m glad Joe and I are involved in the decision- making process early on so we can minimize challenges and appeals which will save the team a great deal of time and energy.
