There was a solution in that problem the Constitution suggested a law, the RA 9189 of the overseas absentee Voting Act of 2003. Meaning to say refers to the process by which qualified citizens of the Philippines abroad or an OFW’s exercise that they have a right to vote, although their not here in the Philippines by the RA 9189, therefore the residence where you have your permanent home address or principal establishment and to where, whenever you are absent. The Court also noted that there is no provision in the dual citizenship law and its RA 9225. Meaning to say RA 9225 requiring “duals” but you have physically stay in the Philippines first before they can exercise or to accept your vote, it is granted under Section V. there must have a one person on your family that can vote you and pass all the requirements to vote even without you.

As for my observation RA 9189 refers to “Absentee Voting” which is you have a right to vote even you’re not in the Philippines and RA 9225 refers to a citizen of the Philippines abroad accepts and exercise their right to vote, on the other hand it refers to a person or a “Overseas Absentee Voter”. Every state within the country has a legislative branch, which acts in a similar fashion to the federal legislative branch. Article I of the Constitution outlines the federal legislative branch. The House of Representatives has 435 members from all 50 states. Each state's population decides how many members in the House it will receive. Members of the House serve for a two-year term and must be at least 25 years old. The legislative branch, including both the House and the Senate, is given extensive powers by the Constitution. The legislative branch is the only branch that can create laws or change existing laws. Once a bill is passed through the legislative branch, the president must sign the bill in order for it to become a law. The executive branch does have an important check on the legislative branch when the president vetoes a law.

However, the legislative branch can override the president's veto if both houses agree to do so with a two-thirds vote by all of its members. Therefore these listed powers include the power to tax, borrow money, to regulate commerce with foreign nations and among the states, to establish rules for the naturalization of foreigners seeking citizenship, to establish a post office, to raise and maintain an army and navy, and to declare war.
