In 1970’s and 1980’2 the United States responses to the rising concern for public safety by having a “lock and feed” philosophy of incarceration that emphasized incapacitation rather than rehabilitation. Reliance of incarceration as a major responded to crime results in legislative change in sentencing, for example emphasizing mandatory sentencing, long prison terms, reduced discretion of judges to adjust sentences downward for individual circumstances, and enhanced sentences for repeat offenders.
