and they had no choice but to submit to the Austrian and Prussian military force. The 1865 Treaty of Gastein dictated how the region would be divided, with the Prussians getting the better part of the deal. Bismarck was not happy with the Austrian bedfellows though and spent from 1863 to 1866 laying the foundation for a war with the Austrians. By being sympathetic to Russia during the Polish revolution in 1863, he ensured that Russia would not act should a Prussian-Austrian war occur. In 1865, after several vague promises to Napoleon for “territorial aggrandizement”, he had garnered further agreement for non-intervention. He then made an alliance with Italy in 1866, with Napoleon’s help, that ensured that Italy would aid Prussia in a war with Austria. Once he felt his plans were in place, he moved by accusing Austria of “seditious agitation” by arming troops in Bohemia. It is said that when the Prussian king pressured Austria, they were willing to disarm, but a rumor dictated otherwise.
