Implementation of Treasury Single Account (TSA) along with PAS has led to closure of more than 1,500 bank accounts of spending units and operation of a single public bank account across public sector agencies, which has substantially improved cash management. The amount of solid waste generated per day is expected to reach 666 tonnes in 2020, up sharply from 175 tonnes in 2000.69 Almost 1 in 4 households dispose of waste by the seaside, burn it in living areas, or throw it into the bushes; it also has been reported that resorts and safari vessels dump wastes in the sea.70 Water security is urgent given that Maldives has no surface storage and relies on groundwater resources for daily use in the islands. Climate change risks and long-term resilience therefore need to be adequately integrated into island land use planning, coastal development and protection policies and practice energy needs The country has no significant conventional energy (coal, oil, or gas) resources. been very limited. Recent economic growth has resulted in a huge increase in energy demand. In 2011, the total final energy consumption amounted to 396,000 tons of oil equivalent, which is about 70% higher than the 2005 level. The increases were driven mainly by the surge in demand for electricity and transport. Imported diesel is the main energy source. The country has been depending almost entirely on fuel imports for its energy requirements and this reliance has intensified in recent years. The share of petroleum products in total imports rose to 29% in 2014, from only 16% in 1990. The Maldives spent $572 million for imported fuel,33 or roughly 19% of the country’s GDP in 2014 (MMA May 2015) History of problem: Current environmental issues have arisen due to the high population density and its concentration in a few islands, compounded by the increasing number of tourist resorts, making environmental management more difficult. The more critical environmental issues identified include increased consumption patterns, including a major increase in vehicle numbers, which has contributed to significant compaction of road surfaces and consequent reduction in natural aquifer recharge; lack of sustainable solid waste, sewage, and oil disposal systems, which are needed because these wastes, if not disposed of properly, can contaminate groundwater resources and destroy the Maldives’ marine habitat; fresh water aquifers that are being overused by the increasing population — currently, freshwater resources are at critical levels and, even with the installation of desalination
