U.S. MARSHALS – Judicial security, fugitive investigations, witness security, prisoner services, JPATS (justice prisoner & alien transportation system ), asset forfeiture. The Department of Homeland Security - It has a number of independent branches and bureaus the most well-known of them are, Customs and Border Protection (CBP) - This agency is responsible for protecting our nation’s borders in order to prevent terrorism, human and drug smuggling, illegal immigration, and agricultural pests from entering the United States, while improving the flow of legitimate trade and travel. Immigration and Customs Enforcement (ICE) – As the largest investigative arm of the Department of Homeland Security, ICE is responsible for identifying and shutting down vulnerabilities in the nation’s border, and for economic, transport- tation, and infrastructure security. There are three main components of ICE: Enforcement and Removal Operations (ERO) - ERO enforces the nation’s immigration laws in a fair and effective manner Homeland Security Investigations (HSI) - The HSI directorate is responsible for investigating a wide range of domestic and international activities arising from the illegal movement of people and goods into, within and out of the United States. Management and Administration - ICE’s Management and Administration includes professional man- agers and mission support staff who make the ICE mission possible. Secret Service - The U.S. Secret Service has two significant missions. o The first is to protect the president and vice president, their families, heads of state, and other high-level officials. Page 5 LECTURE 5 CHAPTER 5 – PUBLIC POLICING AND PRIVATE SECURITY protecting the White House, the vice president’s residence, and other buildings within Washington, DC. o The second mission is to investigate counterfeiting and other financial crimes, including financial institution fraud, identity theft, computer fraud, and computer-based attacks on our nation’s financial, banking, and telecommunications infrastructure. See pages 176-177 under these headings for each of these. State Law Enforcement Agencies (p177) One of the first state police agencies created was known as the Texas Rangers. They were created in 1835 and though they still operate today, at the time they were mainly a military outfit that patrolled the Mexican border. It was followed by the Massachusetts State constables in 1865 and the Arizona Rangers in 1901. Pennsylvania formed the first truly modern state police in 1905. Sum 5.1 P 181
