Exemptions to Procurement Policy and Procedures must only be considered in exceptionalcircumstances based on business necessity and merit and cannot be used for the purpose ofavoiding competition. Exemptions may only be from: Processes and Thresholds detailed above and/or the Approved Supplier arrangements. All exemptions can only be approved by the Manager, Strategic Procurement. A Procurement ExemptionForm is provided for this purpose in the Procurement Framework. Purchasing Hubs can assist Stakeholders with the exemption process. Quality assurance in purchasing The procurement agency should have a documented infrastructure for purchase and procurement ofhealth sector goods and services, which should aim to ensure that pharmaceutical products are of thequality required for their intended use. Quality assurance therefore incorporates GMP and other factors,some of which are outside the scope of these guidelines, such as product design and development. Product selection and specification The selection of natural products based on a national formulary or on the essential ingredient list isrecommended. WHO’s Model and Model Essential ingredient Listidentify the most cost-effective andaffordable natural products to treat prevailing health problems. They are updated regularly and are madefreely available for adaptation by countries. The health systems of many industrialized and developingcountries have used the essential ingredient concept for decades to use existing resources effectively.Because the use of a national formulary reduces the number of products used, supply managementactivities and inventory carrying costs are minimized. Mechanisms for procurement of non-essential natural products by public and private health systemsshould be available. Procurement of such products should be explicitly justified and subject to approval byauthorized officials. Procurement and tender documents should list natural products by their INN or national generic names. Each product selected should be available in a dosage form which offers acceptable safety, efficacy andquality, including acceptable stability and shelf-life under the recommended storage conditions.
