convenient and costless to the school. As an effect of this situation, non-smokers would probably ban together to propose some sort of smoking policy. Conclusion The solution to enforce the policies already in place and create covered designated smoking areas would lead to a fair outcome for both smokers and non-smokers, but would cost the most out of the three solutions. Adopting a smoke-free policy would favor non-smokers, and taking away the smoke policy altogether would favor smokers. But the latter solutions are convenient, costless, and could be effective. With all of the solutions, the campus should continue to encourage smokers to quit to improve their health. Recommendations After reviewing the possible solutions, I believe that UMBC should enforce the policy that’s already in place along with making the designated smoking areas user- friendlier. Of the three solutions, this solution would lead to a fair outcome for both smokers and non-smokers. As stated before, I believe the effectiveness of enforcing the policy would outweigh the costs of building covering over the designated smoking areas
