The characteristics of zakah : One of the five pillars of Islam is Zakah , which means purification and increment of one's wealth. A Muslim who has money beyond a certain quantity is to pay the Zakah . It is also called the alms due or poor due. It is to be used in eight categories for welfare of the society that are mentioned in the Qur'an, namely: the poor, the needy, the sympathizers, the captives, the debtors, the cause of Allah, the wayfarers, and for those who are to collect it. 1. Zakah is mandatory and the government must collect. 2. It should be taken from the capital if it reached the limit, except farms, where it should be taken on products or crop. 3. It is a yearly percentage, but for crop we have to wait for it's ripe. 4. It has to be taken on every property except the household and the family's house. How to maintain money? Man has to maintain his property and not to spend it without a good purpose or cause. He has to defend his property even by his life and not to neglect it and keep open for the thieves. He can invest his money in good channels and gain money by that, and other people can get some money too, like the workers and the employees. The rights of the workers: 1. To get paid by the end of the job, or as agreed between the employee and the employer. 2. To have rest time 3. To be treated nicely. 32

The duties of the worker: 1. To do his job as perfect as he can. 2. To be faithful to his work and employer and not to reveal the secrets of his job to the competitors. 3. Not to use the time of his job to do his own without the permission of his employer. 4. To be in time for his job and to finish it in time. 5. To obey the orders of the employer, if it is in the limits of his job and not illegal. The rights of the employer: 1. To get his job done perfectly by the employee. 2. To use the time of the employee to do a specific job. 3. To be obeyed by the workers within law's limits. The Duties of the employer: 1. To treat his employees in a kind way. 2. To pay the salaries or wages in time as agreed. 3. To pay extra money for extra time of work. How and where to spend money: 1. Man has to spend his money for his own legal needs such as: food, drink, accommodation, entertainment, education, clothes and travel. 2. Man has to spend the money for his family legal needs. 3. Man has to give zakah (2,5% of the capital). 4. Man is encouraged to give some money for the poor and in-need people. 5. Man is encouraged to give money for building mosques. 6. Man is encouraged to give some money to his poor relatives. 33

The Fund safe (The House of Money): The income of the house of money comes mainly from the following sources: Regular sources: Those have to be collected in certain dates every year like: zakah , Kharaj and Jezyiah . 1. zakah is well known. 2. Kharaj is a tax on the lands of people of the countries, which had been defeated by the Muslims. 3. Jezyiah is a tax on the non-Muslims who are living in the Islamic State against their protection and against the service of the Muslim State for them.
