The main product produced is an updated T/O&E report outlining future requirements. TOTAL FORCE STRUCTURE MANAGEMENT SYSTEMThe deputy commandant for combat development and integration, or DC CD&I, is the TFSP owner. DC CD&I uses the total force structure management system (TFSMS) to manage Marine Corps force structure in the form of tables of organization and equipment, otherwise known as T/O&Es. TFSMS is the single Marine Corps authoritative source for all force structure (manpower) data and equipment requirements data.TABLE OF ORGANIZATION AND EQUIPMENT (T/O&E)The purpose of the T/O&E is to outline the organizational mission statement, manpower, and equipment requirements of each unit to perform its mission. TheT/O&E provides information on: •Manpower - Personnel strength and organization of a unit •Equipment - Principle end items required to meet a unit's mission •Training - Identifies a unit's mission so Marines can maintain the skills needed toaccomplish their tasks T/O&E Location:T/O&E reports can be generated and displayed in portable document format (PDF) through the TFSMS website: . There are two types of TFSMS users: •Transactional usersmaintain the TFSMS data by submitting T/O&E change requests (TOECRs), and they can track these change requests through a workflow process until approved or denied. •Non-transactional usersmake up 90 percent of all TFSMS users; they are onlyable to extract and view unit T/O&E data.TABLE OF ORGANIZATION AND EQUIPMENT CHANGE REQUEST
A table of organization and equipment change request (TOECR) is used any timea unit is requesting a change to their manpower/ force structure or equipment allowances. All TOECRs must be submitted through TFSMS. Only TFSMS transactional users have the ability to submit these change requests. SNCOs, who are TFSMS non-transactional users, can analyze their unit's T/O&Ereport and make change recommendations to their chain of command. These recommendations can enhance the abilities of their unit to accomplish its mission. Manpower TOECRswill normally: •Result in zero sum gain •Be effective three years from the current fiscal year Equipment TOECRsmay be attributed to: •Changing force structure •Revised concepts of employment •Updated logistical and maintenance considerations UNIT IDENTIFICATION AND EXTRACTING UNIT T/O&E REPORTSUnit Identification:Each unit has a unit identification code (UIC) which is a six-character, alphanumeric code that uniquely identifies the unit within the Armed Forces. Extracting Unit T/O&E Reports:After logging into TFSMS, you can extract a unit's T/O&E report by simply using all or part of the UIC or unit name. Two of the methods to generate reports are torun the report using the "Easy Button" or to use the TFSMS reports portal.
