This is a Tanzanian made system that allows integration of various sectors within a single sophisticated electronic system. The TANCIS system increase efficiency and cost savings in obtaining relevant clearance and permits for moving cargo across borders. Cargo are charged tax and released only after the required tax is paid at the respective country of origin. Also it increases the capacity to control revenue collection in the country . 3.4 Empirical Study relating to TANCIS According to the TRA acting Commissioner General Mr Lusekelo Mwaseba, TANCIS will enable TRA to have a transparent and simplified cargo management system. TANCIS improves the good clearance process by providing one platform where all stakeholders involved in the importation and exportation of goods can exchange necessary information. Importers and exporters will be able to submit all the necessary documentation through the platform. Governments agencies involved in the goods clearing process (like Tanzania Bureau of Standards, and Tanzania Food and Drugs authority) can process those documents and issue the necessary permits and clearances. Clearing agents will no longer have to move from one office to another in the effort to get their documents cleared. Instead they will be able to access TANCIS from the comfort of their own offices as long as they have access to the internet. The system will also link in other stakeholders like shipping lines and Tanzania Ports Authority to speed up the goods clearing process. Banks will also be linked up to facilitate quick payment of Customs fees and duties. TANCIS bring greater transparency in the Customs clearance requirements and process. As the system will be available online, all relevant parties are able to access it and see the relevant documentation. The system also issue SMS alerts to inform importers of the progress of their clearance request so they know at all times what is happening and are able to verify things like fees and duties that need to be paid. As a result of these efforts the time from lodging of documents to issuance of Customs release orders at the Port of Dar es Salaam is expected to reduce from 4 days to 1 day. Goods clearance 23
time at the Port of Dar es Salaam is expected to reduce from 5 days to 1 day for export goods, and from 9 days to 5 days for import goods. 3.5 Relationship of the main task undertaken with literature reviews Taking consideration on the task of dealing with assessment of document in the TANCIS as the main activities I can point that, the theories and empirical studies explains the bases of this activity. In practices the task of conducting assessment document in the TANCIS as conducted during field attached entirely differed as this normally depends on the country policies. In Tanzania for example much of the reasons explained by the customers as to why they are happy with this new system since it allow them to do the documentation online instead of going directly to the TRA offices.
