This is a Tanzanian made system that allows integration of various sectors within a singlesophisticated electronic system. The TANCIS system increase efficiency and cost savings inobtaining relevant clearance and permits for moving cargo across borders. Cargo are charged taxand released only after the required tax is paid at the respective country of origin. Also itincreases the capacity to control revenue collection in the country.3.4 Empirical Study relating to TANCISAccording to the TRA acting Commissioner General Mr Lusekelo Mwaseba, TANCIS willenable TRA to have a transparent and simplified cargo management system. TANCIS improvesthe good clearance process by providing one platform where all stakeholders involved in theimportation and exportation of goods can exchange necessary information. Importers andexporters will be able to submit all the necessary documentation through the platform.Governments agencies involved in the goods clearing process (like Tanzania Bureau ofStandards, and Tanzania Food and Drugs authority) can process those documents and issue thenecessary permits and clearances. Clearing agents will no longer have to move from one office to another in the effort to get theirdocuments cleared. Instead they will be able to access TANCIS from the comfort of their ownoffices as long as they have access to the internet. The system will also link in other stakeholderslike shipping lines and Tanzania Ports Authority to speed up the goods clearing process. Bankswill also be linked up to facilitate quick payment of Customs fees and duties. TANCIS bring greater transparency in the Customs clearance requirements and process. As thesystem will be available online, all relevant parties are able to access it and see the relevantdocumentation. The system also issue SMS alerts to inform importers of the progress of theirclearance request so they know at all times what is happening and are able to verify things likefees and duties that need to be paid.As a result of these efforts the time from lodging of documents to issuance of Customs releaseorders at the Port of Dar es Salaam is expected to reduce from 4 days to 1 day. In practices the task of conducting assessment document in the TANCIS as conductedduring field attached entirely differed as this normally depends on the country policies. InTanzania for example much of the reasons explained by the customers as to why they are happywith this new system since it allow them to do the documentation online instead of going directlyto the TRA offices.
