Financial “resource constraints in an age of increasing economic inequality make it difficult—if not impossible—for parents to either provide care themselves or to purchase the level of quality care they prefer for their children.” (Harbache) Therefore, parents must decide if they want to sacrifice the money or the safety and security of their children.
