Zero Tolerance is not a new policy but is a policy that has existed in Australia for a good time now. National Disabilities Service, NDS first developed the policy. NDS is a non- governmental body that raised concerns about obeying the rights and freedoms of people with disabilities in Australia. Through a good policy, there should be more proposal to ensure follow-ups on the system as this will enhance the importance of the policy. The most significant review on Zero Tolerance initiative is on strengthening the understanding of the abuse of electronic learning programs. E-learning programs are essential to all citizens of Australia. An e-program under the policy of Zero Tolerance will help people with disability to share various issues affecting them. As a result, it is aimed at providing support to workers and supervisors towards understanding the cases of abuse and violence on PWD. The review of Zero Tolerance policy on e-learning programs is meant to increase participation of PWD on various issues that affect them.

POLICY PROPOSAL SUBMISSION 4 The new policy proposal will aim at increasing the participation forums across Australia. Therefore, there will be platforms at different locations such as Tasmania, Victoria, Northern Territory, New South Wales, and Queensland every year. These forums will help in providing feedback to NDS and the Royal Commission on various cases of abuse, neglect, and violence of PWD. Further, the e-forums will encourage the participants to promote the message of Zero Tolerance in workplaces across different networks; hence, broadening the reach of the message. Through focusing on the e-forums, the Zero Tolerance initiative will empower PWD by allowing them to benefit from various choices offered by NDS' Insurance Scheme. Further, it will create awareness of knowing that the Zero Tolerance policy was established to safeguard the rights and freedom of PWDs. Although this is not a new proposal of dealing with abuse and violence against people with disabilities, it outlines essential concepts of rights and freedom of people with disabilities as described in the Australian constitution. The Zero Tolerance Initiative helps to address, understand, and prevent the acts of violence, abuse, and neglect on people with disabilities. Various principles have been outlined to help improve and safeguard for organizations and bodies in Australia to help take care of people with disabilities. The Zero Tolerance Initiative ensures that people with disabilities have equal freedom and rights in the Australian society. In closing, abuse, neglect, and violence within the frameworks of freedoms and rights allow people with disabilities to have standards of protection and living. This ensures that people with disabilities are protected against violence, abuse, and exploitation. Therefore, Zero Tolerance aims at identifying the best ways and approaches to preventing any form of abuse against people with disabilities (National Disability Services).
