Like OPEC is to oil in the middle east Putin (president of Russia from 2000 – 2008 & currently prime minister): he said after energy club statement, a reporter asked “if you guys are talking about joint projects, are going to form a cartel?” He said “laughed really hard and said oh no” (interpretation: Putin never laughs!! If he does laugh, it’s probably the last thing you’ll here before you die. So his laughing seems to make it a probability in the near future.) Heads of state attend these meetings Premiers, prime ministers, presidents All the leaders have made it clear that they see the SCO as much, much more, than the individual elements outlined above All together the SCO will probably become a major power player on earth as a singular block as alternative to the western dominated blocks that currently run the world Not against NATO/EU…just Asian versions.
