Senator Charles McNary and representative Haugen tried to persuade congress to adopt peek- Johnson plan, so it became known as McNary-Haugenism Hoover and Individualism Hoover was thought to bring forth an organized and planned way of coming out of the Great Depression. A former engineer, Hoover was thought of as a “builder” of a better USA. But his ideology of Individualism and his belief that “Individuals had to form voluntary associations to plan rationally for coping with economic and social problems of modern society.” It was clear that Hoover was to do nothing more than to ensure that there would be opportunity to contribute and to encourage this among citizens but that no direct government interventions would happen. In place of direct intervention, he set forth public interventions to promote growth of the economy. Public works expenditures and Tax manipulations outlined his new plans to bring the country out of the depression. Americans during the time of FDR at first seemed to be very accepting of the new presidencial candidate who appeared to be very gutsy and cheerful. The rhetoric Roosevelt used during his fireside chats made citizens feel that they were being taken care of and listened to during this tremendously difficult time for the country. The approval of the public was key to the success of his campaign since a happy population meant trust that programs would be successful and bring forth economic growth. But after a few
