CYBERSECURITY STRATEGY, LAW AND POLICY4I.National Security Strategy in 2017 AnalysisThe National Security Strategy (NSS) in 2017 is a document reviewed and altered by President Trump to embody his views of the U.S. Strategy in regards to U.S. National Security. Within the 2017 NSS the current administration addresses the importance of taking a stance and calls for action against malicious actors and other threats including cyber-enabled economic warfare. The document also recognizes the federal government’s fundamental role and goal in answering this call to protect America, its people, economy, and the American way of life. The 2017 NSS warrants special attention from our allies, state and local government agencies and organizations operating within the private sector. All of which are reliant on cyberspace. Within the 2017 NSS it notes, “today, cyberspace offers state and non-state actors the ability to wage campaigns against American political, economic, and security interests without ever physically crossing our borders” (NSS, 2017). These threat vectors left unaddressed are and should be considered critical vulnerabilities shared by both public and private sectors. According to the 2017 NSS, opposing countries like China and Russia, challenge American prosperity, western influence, and the American interests by attempting to gain an unfair edge by unethically obtaining our intellectual properties (2017). These adversaries and other like them are determined to take control of information and data systems to inhibit the American society’s growth and success to expand its influence. The United States must continue its efforts in research and technological developments to protect the economy from state and non-state challengers who seek to unfairly acquire intellectual property and inhibit critical infrastructure. The 2017 NSS states, we (U.S. federal government) “can play a catalytic role in promoting private-sector-led economic growth, helping aspiring partners to become future trading and security partners.” Additionally, “we will protect critical infrastructure and go after

CYBERSECURITY STRATEGY, LAW AND POLICY5malicious cyber actors” (2017).The 2017 NSS clearly identifies America’s responsibility to posture up and defend against a range of threats including state and non-state actors and cyber enabled economic warfare. However, the 2017 NSS is not all-encompassing as it lacks specific guidance, taskers and strategies needed to developing a complete comprehensive national plan for securing America’s cyberspace, cyber resources and critical infrastructure.
