medical staff. Most of the activities are carried out by management and the medical staff (White and Griffith, p 116). Ensuring Quality of Clinical Care impacts the cost of health care, staffing capability, and other health care activities because physicians are uniquely expensive and they are also another critical resource for the community. A shortage of physicians in a community is a very serious threat to the quality of care and indirectly limits the growth of the workforce. A surplus may encourage marginally necessary treatment that is both costly and dangerous. If the community demand is low relative to the supply, costs will mount drastically, and lack of practice may impair quality. Also, another factor is that doctors would have their income severely reduced without participation in an HCO. The issues overall involve a sensitive balance of community and the professional needs on both quality and economic dimensions. Ensuring Quality of Clinical Care is related to the government regulatory environment because the main concept is one of peer review. This is where the care of all the patients is subject to review by a group of similarity trained physicians (White and Griffith, p 146). The peer
