As an older generation retires and a new generation enters the workforce the human resources department must look for ways to attract this new set of candidates. They must hire in a different way and offer different types of compensation packages that work for this younger generation. At the same time, they must offer a work environment contusive to how this generation works. Those involved in human resource management does more than hiring and firing, they make sure that every type of external influence is listened to and proper procedures are followed to avoid lawsuits and sanctions. 2.1.4. Labor Unions: Actions of unions also structure the human resource management practices of firms. Business organizations should allow unions to be active in an organization in the frame of unions’ law. Accordingly, they should consider the demands of unions when they are designing their future plans for their human resource functions. educating, training, deciding wages and salaries, breaking contract and compensation are all in the content of agreement with unions. Besides, human resource related activities such as industrial relations, security and health are mostly realized responding the demands of unions. In addition, unions limit the flexibility of managements, in terms of adopting HR policies 2.1.5. Labor market conditions: Rival firms can increase the wages and salaries, or improve working conditions, offer better social support programs and so on. If competitors offer better rights and conditions to their employees, any firm should respond, in terms of satisfying the expectations of its employees, in order to keep them as a member of organization. Today, valuable, unique, well organized and inimitable human resource is seen as the basic internal resource that can be the source of competitive advantage. So, as a proactive behavior companies should develop this type of employees in order to get advantage on their rivals and sustain it. Accordingly, to have this type of personnel, firms should have advanced and efficient selection, recruitment, training and education, performance appraisal, and attractive wages and salaries. As a result, organizations can lead their sectors by the help of their human resources. 2.2. The Internal Environment Internal environment can be defined as the conditions, factors, and elements within an organization that influences the activities, choices made by the firm, and especially the behavior of the employees.
