In the case of the Lambino Group’s petition, there’s not a single word, phrase, or sentence of text of the proposed changes in the signature sheet. Neither does the signature sheet state that the text of the proposed changes is attached to it. The signature sheet merely asks question whether the people approve a shift from the Bicameral-Presidenti al to the Unicameral- Parliamentary system of government. The signature sheet does not show to the people the draft of the proposed changes before they are asked to sign the signature sheet. Article XVII of the Constitution speaks of three modes of amending the Constitution. The first mode is through Congress upon three-fourths vote of all its members. Second is through a constitutional convention. Last thing is through a people’s initiative. The two elements of initiative. First, the people must author and

thus sign the entire proposal. Second, as an initiative upon a petition, the proposal must be embodied in a petition. Citizenship #6 Citizenship was the position or status of being a citizen of a particular person in a country. If I’m an American can I be a candidate in Philippines? Is it good to hold a country even though my blood is American? Like Eduardo Manzano is a natural citizen and qualified as vice mayor of Makati. Mercado was a candidate for the position of vice mayor and the total voting’s gap is doesn’t even so far and it counts 3 thousand votes causing Mercado seeking about Manzano’s Citizenship. The issue here is the respondent Eduardo Manzano is an American Citizen based on the record of the Bureau of Immigration. The respondent admitted that he is registered as a foreigner, he was born on 1935 of a pure Filipino Mother and Father and born in San Francisco, California, USA, considered as an American Citizen based on United States of America based on situation of the respondent it is under by their law which is “jus soli” which means although he is a pure Filipino but he’s born on the land of the United States of America. On the other hand his status being an American Citizen was not lost at the same time being a Filipino Citizen which means he’s holding a dual citizenship. Despite of that, he is qualified for the position of vice mayor and filed a certificate of candidacy but according to the government holding dual status or citizenship are

disqualified for running any elective local position. Therefore the respondent is disqualified being a dual citizenship. Suffrage #7 How can I vote if I’m in another country? How can I support my liked party-list? What should I do if I’m not in my own country, but still I have to vote a candidate? Who’s the right to vote me on the day of election, is it counted or not? We’re OFW’s is there any problem or we are the reasons because of suffrage in the election?
