It has updated the ICD periodically to reflectnew discoveries in epidemiology and changes in medicalunderstanding of disease. The Centers for Medicare & Medicaid Services (CMS), theagency responsible for maintaining the inpatient procedurecode set in the U.S., contracted with 3M Health InformationSystems in 1993 to design and develop a procedural classifica-tion system that would replace Volume 3 of ICD-9-CM.ICD-10-PCS was initially released in 1998. It has been updatedannually since that time although not in use until 2015. Devel-oping a good working knowledge of Anatomy and Termi-nology will help you become a master of ICD-10-PCS.CODING TIPMastering anatomy is imperative. Taking an online brush upcourse is highly recommended especially if you have nevertaken any formal anatomy courses. The ICD-10-PCS code set has a logical, consistent structurethat follows a logical consistent process down to the individualcharacter level. This means that the process of constructingcodes in ICD-10-PCS is also logical and consistent. Individualletters and numbers, called “values,” are selected in sequence tooccupy the seven spaces of the code, called “characters.” Oncethe coding system is learned, the process is simplified.CharactersAll codes in ICD-10-PCS are seven characters long. Eachcharacter in the seven-character code represents an aspect ofthe procedure, as shown in the following diagram of charac-ters from the main section of ICD-10-PCS, called medical andsurgical.1234567Section BodySystemRootOperationBodyPartApproach Device QualifierAn ICD-10-PCS code is best understood as the result of aprocess rather than as an assigned number. The coding processconsists of assigning values from among the valid choicesfor that part of the system, following the rules governing theconstruction of codes. It is logical and systematic in its codingapproach.
