The Federal Licensing Agency (FLA) will approve Harborco’s application only if Harborco can muster the support of at least four other parties. Furthermore, As the Governor, it is of major importance to me to make sure Harborco gets the most amount of Federal Loan. This will ensure that the project will be completed, and it will allow me to bring more Federal money into my State. The second issue I believe is of vital importance is the provision of employment to the Unions, because of its political strength in this State. This is going to be a difficult negotiation because of all the parties involved as well as all the different interests at stake. I can foresee the negotiation with some of the representatives to
start as a distributive situation without giving concessions; and I will have to try to turn it into an integrative situation where we can all find a way to meet our objectives. Given the difficulties that the case presents, it will be very important to keep my priorities, as the Governor, in mind while using the other smaller issues, such as the Industry Mix, Ecological Impact and Compensation to other ports as concessions in order to achieve my goals. I also think it will be important to form alliances with as many parties as possible in order to achieve my goals as the Governor. It will also be important because we need the support of at least 4 parties in order for the issue to be approved. For instance, Harborco already submitted an application that includes the request for 3 billion dollars. I think this would align with my goals as well. I think, we can try to convince Harborco to destined some of this money to maintain and repair some of the damages in the environment to obtain the environmentalists approval. The plan is to continue targeting the ways the different parties would benefit from this project in order to gain approval.
