The smaller states wanted a balanced representation system then New Jersey submitted another plan by William Paterson. The government will have one house legislature and the state government will vote electors. According to the New Jersey Plan, the bigger states and the small states will have the same voting rights. This means the smaller states will have the same number of voting with the bigger states. Another possibility is that the government will collect taxes and manage the trade.
