2013). 85% of Germans buy non-profit insurance that is heavily regulated, 10% purchase privateinsurance while the remaining 5% fall under other schemes of insurance. France, on the other hand, covers all their legal residents by public health insurance.Approximately 80% of the population is covered by the main fund while there exist two otherfunds that cover the agricultural workers and the self-employed. Most of France’s healthinsurance funds are private entities that are managed jointly by union and employers’ federationsunder the supervision of the state (Chevreul et al., 2015). France arguably has the best healthcaresystem that offers one of the best public healthcare services in the world. HEALTHCARE SYSTEMS4Germany however, the practitioners get certified by lawfully authorized regional professionalorganizations. Hospitals are also mostly publicly owned (Zimlichman et al., 2013). Thehealthcare system in France, on the other hand, is centrally coordinated by the ministry of health. There have government-run hospitals known as hôpitaux and cliniques that are privately ownedand state approved. Healthcare Spending The cost of healthcare in the USA is very high, and this is the primary reason why low-income Americans experience problems in their attempts to access healthcare facilities. Mostuninsured patients will either delay or fail to get the necessary medical attention due to the costof treatment and prescription (Hadad et al., 2013). Analysts have identified three contributingfactors to the high healthcare costs in the USA. Firstly, the cost of the prescription drugs and newtechnology contribute to the extreme costs of healthcare. Another factor identified by the analystsis the emergence and spread of chronic diseases inclusive of obesity. It is recorded that patientssuffering from chronic diseases account for close to 32% of the total spending in medicalattention. Finally, the high costs of administration have contributed to inflated costs of healthcareprovision in the USA (Zimlichman et al., 2013). In fact, the USA spends more than othercountries on insurance administration. In France, the healthcare system is partly funded by the obligatory health contributionsthat are taxed on salaries and paid by the self-employed, employees and employers. It is one ofthe best-funded healthcare systems regarding GDP (Rothgang et al., 2010). Also, the cost ofmedicine in France is among the lowest among the OECD nations. The health policy-makers inFrance put a lot of effort in enacting laws that aim at curbing expenditure by introducingmeasures like copayments and controlling the quantity of available care (Chevreul et al., 2015).
