Deming suggested that management can drive out fear by providing job security, adequate training and providing a conducive environment for working. 2.2.2.9 Optimize the Effort of Teams, Groups and Staff Deming provided that for quality to be achieved then team work should be enhanced. Unnecessary competitions among members of the team should be discouraged at all times. Deming said that all efforts of the team should be geared towards the common goal. Chan, T. H., & Hesan A. Q. (2000). 2.2.2.10 Eliminate Numerical Targets Eliminate slogans, exhortations and targets for the workforce as they do not necessarily achieve their aims. Eliminate numerical quotas in order to take account of quality and methods, rather than just numbers. Deming insisted that work performance should never be measured based on qualitative terms but on quality standards and terms. Quality targets should be based on statistical analysis, that targets should be focused on quality. Montgomery, D. C. (2009). 2.2.2.11 Eliminate Management by Objective (MBO) Deming said that ideal goal set by the management without proper methods are likely to compromise quality. Use of numerical targets for management is managing without the knowledge of what should be done instead MBO. Management must learn their capabilities of the process and how to improve on them.
