Fidel = head of state to replace Dorticós, also head of Gov, president of the council of ministers, first secretary of the central committee of the PCC and Commander and chief of the armed forces. Administrative committee assembled of reps from each province but only met twice (a period of 4 to 5 days) – constitution brought about very little change. 15

Castro and Cuba The constitution over time became an excessive measure of bureaucracy. = the different social, economic and domestic policies all had their own governmental bureaucracies to oversee them e.g. The revolutionary offensive, this lead to inefficiency. Treatment of the opposition CDR – committees for the defence of the revolution. By 1963 they had a third of the population, this meant many spy’s and reduced pressure for Castro. Use of force to protect against opposition evident by the creation of the UMAP (military unites to aid protection) between 1965 and 1968 about 25,000 younger men were sent to the UMAP labour camps. People sent here were; opposes of the regime, children of political prisoners, homosexuals etc. “re-education through the liberating effects of collective work” Camps closed in 1968 as a result of domestic and international pressure on Castro – publically claims this was not his own decision. Nit only did he allow people to leave Cuba but he also encouraged the exodus of those opposing his political views. Propaganda Used to mythologize the revolution and Castro himself + to create a cult of personality. Used rebel radio and later on he used television to have a premontane presence in Cuban homes. Magazines like Granma and Bohemia used to present political ideals and actions of the Gov. to increase awareness and support. He delivered extremely nationalistic speeches. Foreign policy: Helped define Castro’s political values & give purpose to Cuba as nation World divided in two power camps, due to burned bridges with US, ultimately drawn to USSR Relations to USSR: C’s communism tended to become more hardline towards more consolidation, political theory always secondary to Castro’s basic aim of preserving independence (never allowed Soviet ideology influence him greatly + apparently close ties with Soviets a matter of expediency (USSR only dependable supplier of fuel/ purchaser of crops+ products) Due to dependence had to hold on plans supporting liberation movements Africa and south America (where C thought he get support embarrassing US, promoting leadership at home & elevate Cuba’s position as leader of Latin American revolutionary 16
