Primary Leaving Examinations Performance Index Definition : Candidates are weighted according to the grade of passing with the highest grade (Div one) carrying the highest weight, then the candidates in each category are multiplied by the respective weight, then the actual weight is summed up and expressed as a ratio of the expected weight for maximum performance (number of candidates that sat multiplied by the weight for the highest grade). A high performance index indicates that many candidates passed exams in good grades in relation to those that sat. While a low performance index indicates that few pupils passed their exams in proper grades in relation to the number of candidates that sat. Districts with high performance index include; Kampala, Mbarara, Rukungiri, Bushenyi, Kabarole, Kiruhura, Kanungu, Wakiso, Masindi, Ntungamo, Moroto/Napak and Kaberamaido with an index above 65 percent. The districts with a low performance index include; Bukwo, Buyende, Kayunga, Kapchorwa/Kween, Manafwa, Namutumba, Kaliro, Iganga/Luuka, Amolatar, Bududa and Sironko/Bulambuli with an index less than 45%. Actions being under taken by government to improve the key indicators a) Government Policy on Registration of Births There was laxity in the registration process of births at the local levels. This weakness leads to the failure to produce Birth Certificates of pupils at time of admission into the school system. Age was left to be determined by the physique of the child. There is also intentional falsification of age reporting linked to enrollment of underage pupils to benefit the UPE capitation in lower classes. Intervention Government through UBOS and office of Registrar in Ministry of Justice with UNICEF revitalised the registration of Birth and Death in the country. Parents are now expected to register new birth at Sub county level with subsequent issuance of Birth certificates. This has enabled Head teachers to determine with reasonable accuracy the ages of new entrants in schools. This has contributed to improved age reporting since 2006. Other interventions have included the directive to enrol only children who have attained age six in the first year of formal schooling.
