A nation may be afraid to lose the power of monopoly benefit forced by tariffs, especially when that country is the only one to reduce the substitute commodity (Baldwin, 2016). Doha declaration put excessive focus on the economy of agriculture rather than the economies of manufacturing or services. Most countries accept that agriculture had functions other than producing food and fiber. However, non-trade concerns such as food security and environmental protection also need to be considered and taken into account in negotiations. The poorer developing countries has less contribution on above area, they are potentially more internationally competitive in agriculture than manufactures. The
