The initiator/preparer shall submit the DCN to NAVSUP WSS. The DCN shall be accompanied by all detailed drawings, the next higher assembly drawings, or the engineering order that revises or adds to the next higher assembly. DCN provisioning is accomplished by the Integrated Weapon Support Team (IWST) Equipment Specialist responsible for support of the weapon system. GS-7/9

27 For Official Use Only 6.7 Supply Support ETTS Element 5.2 When and how to submit a DCN (Cont) Upon completion, the DCN package is forwarded to NAVSUP WSS. The IWST DCN processor is responsible for ensuring that all DCN data required to support the new configuration is complete and accurate. The DCN and associated data are analyzed by NAVSUP WSS for DCN provisioning action. NAVSUP WSS will utilize the DCN and associated engineering data to validate, edit, generate, store, and propagate logistics and technical data. The NAVSUP Weapon System Support (WSS) Configuration Management Team will provide feedback to the DCN preparer to resolve DCN data discrepancies. All DCN data will reside in the Defense Logistics Information Services (DLIS) data repository and additional data will reside in the NAVSUP WSS Master Item File (MIF), including non- stock numbered items. 28 For Official Use Only 6.7 Supply Support ETTS Element 5.2 When and how to submit a DCN (Cont) In the event NAVSUP WSS elects to deviate from the original DCN submission, the originator should establish or initiate dialogue with the NAVSUP WSS Item Manager (IM) to determine the reasoning for the deviation and whether the changes made satisfy the intent of the original DCN submission. All coordination/discussions should be documented either by formal correspondence or electronic media until a resolution has been achieved. If changes are needed, the originator shall submit a DCN identifying the agreed upon changes once both parties are satisfied. GS-7/9

29 For Official Use Only 6.7 Supply Support ETTS Element 5.2 How to monitor and track DCNs There currently is not an automated tracking system to monitor the status/progress of submitted DCNs. Submitted DCNs should be manually monitored by the submitting activity through communication with the cognizant IWST Equipment Specialist. Validation of requested actions can be performed by reviewing WebFLIS to ensure all actions were completed as intended. GS-7/9

30 For Official Use Only 6.7 Supply Support ETTS Element 5.13 Early NSN Assignment When fielding a new Configuration Item (CI) there are circumstances that could lead to the requirement to prepare/submit/process DCNs well before the item is fielded. The most common circumstance is the item is known to have an unusually long Production Lead Time (PLT) Technical Directives categorized as SAFETY that introduce new CI’s is a typical driver Early NSN assignment should be coordinated with the cognizant NAVSUP WSS Equipment Specialist There exists an “Emergency” NSN assignment routing process (24 hours) GS-9/11
