FISCAL AND RESOURCE UTILIZATION IN NURSING 3 In a program, fiscal resources refer to the means for purchasing or obtaining other resources required for the successful completion of a project. Usually, financial resources are provided in the form of money. When the capital used to complete the project comes from external resources, the term financing is used; however, the term funding is used when the manager uses the internal finances of the organization to meet the financial needs of the program (Gruen & Howarth, 2005). For any program to be successful, it needs money. For this reason, when developing a nursing program proposal, nursing leaders need to have a realistic idea of how much the program would cost. Therefore, for the program to be completed successfully, it has to be funded adequately. Before commencing a program, nursing leaders must take into account all the resources that are required to get it done. According to Chiu et al. (2016), it is always a good idea to prepare everything beforehand to avoid getting stuck halfway through the program. Apart from the financial resources, other available resources include technical resources, personnel, and equipment. Arguably, human resources are the most important resources of any program because they are the ones who get things done. Therefore, it is necessary that policymakers indicate professionals who will be needed to carry out the program tasks (Chiu et al., 2016). Time is also another valuable resource in a program. The timeline of the program should be well documented in the proposal. Projects also use tangible resources such as equipment or machinery and technical infrastructure such as IT equipment. All of these different resources are important in getting the program moving in the right direction. It is always the hope of every program leader that the project runs on smoothly and without any hiccups. For this reason, nursing leaders need to develop strategic decisions during the development of nursing program proposals. A strategy according to Chiu et al.
