The deprivations of life, liberty, and due process were too severe. The Law of 22 Prairial provided that anyone could be easily arrested and executed, even if they were innocent. The majority of indictments were because of vague “Hostile Actions Against the State,” “Counterrevolutionary Opinions,” and “Conspiracy” (Doc. 2). By the summer of 1794, more than 200,000 citizens had been arrested and more than 14,000 executed, most of these coming from the working class and peasants outside of Paris (Doc. 1). Killings were sometimes en masse, such as by revolutionary General Ronsin at Lyon in December, 1793, (doc. 6). Other people were drowned, hanged, and guillotined (doc. 4). because he had made enemies of everyone, and in July 1794, he was executed. The Reign of Terror had ended. The Reign of Terror, as an instrument of the Revolution, may have kept the Revolution intact, but its disadvantages, in the cost of French lives and liberties, were too great. By 1799, the Revolution had ended and Napoleon Bonaparte came into power as a benevolent despot. Through Bonaparte, the revolutionary reforms and ideas lived on.
