First, I would tell them to focus on the areas that could be completed fast and cheap and get them out of  the way and to focus on the longer more costly equipment next. I would tell them that “the planned  activities and goals need to be consistent with the strategic plan, long range financial plan, and annual  environmental survey” (White and Griffith, p 433). I would tell them to recommend the equipment that  would best for customer satisfaction, quality, and associate satisfaction. Also, they can limit their  attention to elementary concepts, concentrating on getting guidelines, forecasts, and improvement  processes developed and accepted. A well run organization with budgeting experience will do extensive  activity-based costing and stretch scenarios.  3. Evaluating the finance function. In one HCO, some of the CSS managers feel that the finance  function is not as effective as it should be. Talking with them you learn that they have several  specific concerns listed below. You promise to get back to them within a few days, and you do.  What do you say, and what evidence do you show them, on each question?  3.1. Finance costs too much, and it’s a burden on their overhead.
