The staffing shortage is causing unsafe nursing ratios. Schmidt put together a presentation showing how many overtime hours and comp time hours (active duty is salary, so there is no overtime paid) were utilized; she included how many hours leadership had to work as a floor nurse as well. She took this information up the chain of command in the hospital and also changed the threshold for when the labor deck goes on divert, which is gaining recognition from the "big” Navy, which hopefully will help to increase the number of nurses. Essential VII is an interprofessional collaboration for improving patient and population health outcomes. Schmidt is part of the committee that runs multidisplinary drills for obstetric emergencies. This team goes around to Naval hospitals and runs these drills. Through these drills, the comparison between hospitals is made, and the effort to get all hospitals running them the same way is the goal. Since active duty nurses change duty stations every few years and also can get temporarily assigned to another military hospital if that hospital has a shortage due to deployments, it is better if all naval hospitals have the same procedures to improve outcomes across the board for Navy Medicine. (Schmidt, 2019) Essential IX is a master’s level nursing practice. While Schmidt does not have her masters, she functions at a master's level in her role as DIVO. She is responsible for her staff’s evaluations. She is a mentor, especially to the corpsman, as she was a corpsman and used the Navy’s college program to become a nurse. She is responsible for making sure the staff is up to date and compliant with their required training. She encourages an environment of encouragement, caring, and respect, especially during this time when they are in such a nursing shortage.

Due to this, funding was held up, and there is a hiring freeze. Also, DHA needs to analyze what billets (jobs) they are going to allow to be still open. The hiring process for federal employees also takes 6-9 months due to all the red tape. All of this means that there is a nursing shortage.
