Another great achievement policy influenced by MADD found that any person found to be driving with a (BAC) blood alcohol concentration of 0.08 or higher is assumed guilty of drunk driving 3

However, the threat of loss funds for highway construction introduced consequences of not adopting stricter laws in each state.
