I believe interviewing and observation is the most important. You can get a lot just by meeting someone. You get to see their appearance, such as are they groomed, mannerisms, and a glimpse of their personality. When asking questions during the interview you can see and hear their response. Do they appear to be confident? Are they showing openness? Fidgeting? Are they shrugging their shoulders? Are they putting their hands in their pockets? Observing employees on the job site is crucial. Are they able to perform the tasks that the job requires? Are they using the policies and procedures correctly? A downside with both methods is the person is anxious when being one on one with someone or knowing someone is watching them. When a person higher up than them is watching, which causes them to mess up on the tasks they are performing, which makes them look incompetent. During their interview the person may not even realize their body langue is showing negative signs. People react in all different kind of ways when under pressure and is important to keep in mind.
