In the Public Health Act, local authorities have powers to inspect both public and private premises with a view of ensuring that such places are fit for habitation and not dangerous to the general public. In the Animal Diseases Act, local authorities have powers to impose quarantine and other restrictions for purposes of preventing the spread of diseases. The main function of the District Service Commission include the following: 1.The power to appoint persons to hold or act in any office in the service of the District or Urban Council; 2.Power to confirm appointments; 3.Power to exercise disciplinary control or district staff; 4.Determine the terms and conditions of service. The Chief Administrative Officer and Deputy Chief Administrative Officer and Town Clerks are appointed by the Public Service Commission. Other district officers are appointed by the District Service Commission. The terms and conditions of service for all local government staff are those that apply to the public service generally. It is the responsibility of the Public Service Commission to coordinate these aspects and to ensure uniformity.
