The Code prohibits fishing without license and attaches therewith the following fines: Small-Scale Commercial Fishing (P50, 000.00 – P100,000.00) Medium-Scale Commercial Fishing (P150,000.00 - P500,000.00) Large-Scale Commercial Fishing (P1 Million – P5 Million) Poor fishermen who engaged in “unreported fishing” shall be fined P5,000 ($105). Section 38 of the same Code also mandates that, “Each commercial fishing vessel shall keep a daily record of fish catch and spoilage, landing points, and quantity and value of fish caught, and off-loaded for transhipment, sale and/ or other disposal. Failure to comply shall result to administrative and penal sanctions.”
