The non-material factors can externally capture the “influence of international norms or prevailing logics of appropriateness with respect to shifts in IO actions that accord with ideas…Internally, the constructivist approach also draws attention to the limits to agency posed by organizational culture. 7 The nature of the Bank’s knowledge production is not “objective science elaborated independently from politics and disembodied from wider social worlds…In addition, the Bank’s knowledge is not only self-referential, but it is also limited by its diverse principals, who often pose conflictive demands on the Bank’s researchers.” 8 The goal of the Bank is to produce its own loyal experts that will help spread the institute’s knowledge but also to get legitimated. The main source of legitimacy is the idea of “Knowledge Bank,” in which it can produce scientific and policy-oriented information which acts as powerful legitimacy for member states; further such legitimation comes from the idea that “a multilateral institution like the Bank is able to keep at arm’s length relations
