5)Facilitate the greater involvement of private sector, firms andorganizations in providing inputs, technical support, agro-processing andmarketing services to farmers.6)Encourage agriculture lending institutions to increase the availability of capitalto resource poor and marginal farmers, especially SC, ST and women farmers.7)Encourage line departments, the KVK and ZRS, to establish farmer advisorycommittees to provide feedback and input into their respective R-EProgrammes.8)Enter into contracts and agreements as appropriate to promote andsupport agricultural development activities within the district. 9) Identify other sources of financial support that would help ensure the financialsustainability of the ATMA and its participating units.10)Establish revolving funds / accounts for each participating unit, and encourageeach unit to make available technical services, such as artificialinsemination or soil testing, on a cost recovery basis moving towards fullcost recovery in a phased manner.11)Arrange for the periodic audit of ATMAs financial accounts; and12)Adopt and amend the rules and bye-laws for the ATMA.9.ATMA Management Committee (AMC)The Management Committee would be responsible for planning and executing the day-to-day activities of ATMA.Composition of Management Committee (MC):1.Project Director of Agriculture Technology Chairman

Governing Board for review, possible modification and approval.4)Maintain appropriate project accounts for submission to Ministry ofAgriculture, Govt. of India.5)Coordinate the execution of these annual action plans through participationof line departments, ZRSs, KVKs, NGOs, CIGs / FOs and allied institutions,including private sector firms.
