The realized impact of this legislation on the community is of course the
decreased amount of pollution in the air. It is found that emissions from
vehicles combine in sunlight to form ground level ozone pollution. Idling
increases risks for respiratory illnesses especially in children, and
therefore the reduction of idling will be beneficial to those susceptible.
Lastly, the decrease in idling will save money because it can actually
consume up to a gallon of fuel per hour (City of San Antonio, n.d.).
I definitely agree with this legislation because of the obvious benefits for
the community. I see no downfalls to this city ordinance, or any reason for
people to fight it. The ordinance also includes reasonable exceptions to
the rule to include emergency vehicles, vehicles operating to defrost a
windshield, vehicles in traffic jams, etc. (City of San Antonio, n.d.).

I have chosen this ordinance because there have been many drownings in
this area, “The ordinance authorizing the Interlocal Agreement with
Nueces County for City Lifeguard Services. The City will provide 4
lifeguards at the public beach within Nueces County Padre Balli Park from
3 lifeguard stands dispersed between Access Roads 5 and 6 for the period
of May 22 through September 7, 2020. Nueces County will reimburse the
City for the costs of lifeguard services, equipment and supplies at a cost
of $40,700 to be appropriated into the General Fund (City of Corpus
Christi, 2020).
This ordinance focuses on having lifeguard services between access road
5 and access road 6. Background findings state, “that this stretch of
beach is known to be one of the most dangerous area for rip current and
drownings within the Gulf Beaches (City of Corpus Christi, 2020). The
public will be provided with lifeguards, equipment needed to provide
these services and the city is responsible for install, repair and
maintenance of beach lifeguard stands.
I do agree with this ordinance. These 2 access roads are the most popular
on this stretch of this beach. There are many beach goers that are not
familiar with the water or rip tides. Last year there were a hand full of
drownings at this local beach and they were all tourist from other cities.
This ordinance will help ensure the safety of people, the monitoring of
weather conditions and tides on the beach and provide on-site emergency
response while paramedics arrive. Lifeguards can also guide with
evacuation if sharks or other dangers are located in the area. This
ordinance will help reduce or prevent fatal drownings.
